WPC-ETA Approval

Introduction

The Wireless Planning and Coordination (WPC) Wing, established in 1952 under the Ministry of Communications, serves as the National Radio Regulatory Authority of India. It is primarily responsible for frequency spectrum management, licensing, and catering to the needs of both government and private wireless users across the country.

WPC is structured into three major divisions: Licensing and Regulation (LR), New Technology Group (NTG), and the Standing Advisory Committee on Radio Frequency Allocation (SACFA).

One of the critical functions of the WPC Wing is to issue Equipment Type Approval (ETA). ETA is mandatory before importing any wireless device into India that operates in the de-licensed frequency bands. Such devices include mobile and computing equipment like smartphones, laptops, tablets, smartwatches, short-range devices, wireless accessories, microphones, speakers, printers, scanners, cameras, and more.

Basic Requirement for ETA (Equipment Type Approval)
  • Product must operate in de-licensed frequency bands notified by the Ministry of Communication (as per Gazette notifications).
  • Product must be exempted from import licensing requirements under the DGFT Import Policy.
Documents Required for ETA (Equipment Type Approval)
  1. GST Registration Certificate
  2. Certificate of Incorporation
  3. Company PAN Card
  4. PAN Card of Authorized Person
  5. Radio Frequency Test Report from ISO 17025 accredited foreign lab or NABL accredited Indian lab
  6. Authorization Letter

The WPC has issued multiple Gazette notifications specifying de-licensed frequency bands for low-power wireless equipment. Below is the detailed list of frequency bands, relevant Gazette notification numbers, and approved applications:

Validity, Renewal & Cancellation

There is no validity restriction on Equipment Type Approval (ETA). Once granted, no renewal or extension is required.

Application Fee

For each model, an ETA application fee of ₹10,000/- is applicable.
